Cubans Working for Themselves HOW

So the Cuban government has finally realised that controlling everything really leaves no margin for profit. with the Soviet Union crashing in the 90's Fidel Castro had no choice to grudgingly open the privet sector of business BUT with regulations and impossible taxes and a limited and I mean LIMITED amount of licenses.  Now his brother Raul Castro has opened the  doors for more people to obtain licenses for local small business,  I agree its a great idea it gives the people with a feeling of independence, freedom and accomplishment... wait for it here it comes... the BUT according to Pedro Jose Chavez "It's absurd that they will give you a license to work but they wont give you access to materials"  Cuba's biggest issue right know is the lack of materials many licensed restaurants have to cook with materials stolen from other businesses.  The idea is great to open the private sector of business but as long as Cuba continues to seclude itself from the rest of the world not much is going to be produces.
